Summary: We contend the defendants conspired to discriminate against any motorist on the
sole basis that they ride a motorcycle or display motorcycle related symbols. We contend the defendants
misused public funds and public resources for private, illegal and unconstitutional purposes. We contend
the defendants falsely arrested and detained motorists who ride motorcycles or display motorcycle
symbols. We contend the defendants harassed motorists who ride or display motorcycle symbols, by means
of threats, intimidation, citing inapplicable codes, false arrests, and unlawful detainment.
