Summary: We contend the defendants have and continue to harass, intimidate, and violate the Constitutional Rights of motorcyclists by means of pre-text traffic stops, enforcing petty equipment violations, writing false traffic citations, disrupting the lawful travels of motorcyclists en mass, and showing an unjustified and overwhelming police presence for the purpose of discouraging motorcyclists from exercising their right to assemble.
